The Win 7 issue is due to the inherent WIN 7 driver will auto switch the first output to LVDS1 (that why it switch off the VGA output even setup the CRT in 1^st priority in BIOS) and this phenomenon still an application limitation now. If you want the VGA output as the only output then you should use a panel attached to LVDS1 then go to screen resolution setting of WIN 7 to choose the VGA port as the output device in Intel graphic utility. This setting can be saved and next time the system can boot up with VGA output properly.
