  The recording problem may be duo to you didn’t install the correct software CODEC.
  This IVCME-C604 card function is capture video signal, but recording function is from 3th party codec.

  Please try to install ffdshow codec from https://sourceforge.net/projects/ffdshow-tryout/
  Or install other software codec for you to do recording function.
